사실이 드러나면서 사회적 충격과 논란을 일으켰다.

이 사태는 대규모로 체계화된 가해 방식과 학교 및 대학 내 겹치는 지인을 표적으로 한 매우 표적화되고 지역화된 학대가 결합되어 이례적인 양상을 

보였다. 가해자들은 교사들의 눈에 "평범한 남학생들"로 보였던 피해자들의 동료 학생들이었으며, 이들은 디지털 폭력의 조직적 구조에 자연스럽게 

스며들었다.

The deepfake crisis in South Korea involved the widespread creation and dissemination of non-consensual deepfake sexual abuse imagery, primarily targeting children and young adults in over 500 schools and universities.

It was characterised by an unusual combination of systematised perpetration at scale, coupled with highly targeted, localised abuse by perpetrators of their “mutual acquaintances” within schools and universities. The abuse was conducted by victims’ peers — often “normal boys” in the eyes of their teachers — who appear to have been seamlessly integrated into organised structures of digital violence.

This briefing draws on interviews conducted in South Korea during March 2025 with some of the organisations at the forefront of responding to the crisis. It summarises key events, details the mechanics of how the abuse unfolded on Telegram, and explores what is known about the scale of perpetration and victimisation.
