The 2025 Issue Report – Click, Travel, Exploit: Child Sexual Exploitation by Korean Tourists Abroad – is based on extensive online monitoring and in-depth interviews in Laos, documenting the sexual exploitation of children and adolescents by Korean tourists, identifying critical gaps in both domestic and international responses, and sets out concrete policy solutions.
Specifically, the report reveals:
- The digital infrastructure enabling exploitation, spanning DC Inside, YouTube, portal cafes, KakaoTalk open chat rooms, and Telegram, that spreads sexual exploitation information at scale;
- The patterns of sexual exploitation by Korean tourists and the organised, commercial networks facilitating it;
- The absence of effective policing and systemic safeguards in Laos that leaves these crimes unchecked;
- The severe damage to South Korea’s international reputation if no meaningful action is taken.
