<탁틴내일, 입양아동 학대·사망사건 후 정책변화와 과제 토론회 개최>
탁틴내일(엑팟코리아)은 ‘입양아동 학대∙사망사건 후 정책변화와 과제’ 토론회를 1월 16일 국회 의원회관 제1소회의실에서 개최했다. 이번 토론회는 대구와 포천에서 입양 아동들이 부모의 학대로 사망함에 따라 정책 변화와 과제를 토의하기 위한 장이었다. 탁틴내일은 대구∙포천 입양아동 학대∙사망사건 진상조사 및 제도개선 위원회의 사무국으로써 더불어 민주당
남인순, 국민의 당 김삼화 의원 등과 함께 토론회를 열었다.
2016년 대구와 포천에서 입양 아동 사망 사건이 발생했다. 최근 전주에서도 한 아이가 부모의 아동학대로 사망했다.
일련의 사건이 있었음에도 그 동안 진상 조사를 통한 제도 개선 노력은 없었다.
대구 포천 사건 이후 탁틴내일(엑팟코리아)을 비롯한 시민단체, 금태섭, 김삼화, 이재정 의원, 전문가, 법조인이 모여 2016년 10월 대구∙포천 입양아동 학대∙사망사건 진상조사와 제도개선위원회를 구성하여 사건의 전말을 파악하고 제도 개선이 필요한 부분을 정리했다. 이 결과 보고서를 보건복지부로 전달하였고 지난 5월 31일 <아동 권익 보호를 위한 입양 및 학대 예방 제도 개선방안 발표 토론회>를 개최했다.
위원회 활동 중 보건복지부 측에서 입양과 아동학대 예방 제도를 일부 개선하였지만 부족한 부분을 보완하기 위해 이번
토론회를 개최하였다. 현 제도의 개선과 더불어 입양특례법 및 입양 제도 변경에 대한 논의 또한 이번 토론회에서 다루었다.
우리나라는 2013년 5월 25일 「헤이그국제아동입양협약」에 서명했고 2017년 10월 18일 「국제입양에서의 아동의 보호 및 협력에 관한 협약 비준동의안」을 국회에 제출했다. 이 동의안의 골자는 미혼모/부 지원, 원가정 보호, 국내 입양을
우선시하여 최후로 해외 입양 고려, 입양 업무를 정부가 담당해야 한다는 내용이다. 이 동의안이 비준되기 위해서는
입양특례법 등 관련법 제·개정이 필요하다.
이번 토론회에서는 위원회의 제도개선 사항과 더불어 「헤이그국제아동입양협약」 비준을 위한 「입양특례법 개정안」 또한
논의되었다.

ECPAT Korea held a forum on the policy changes and challenges in the wake of deaths of abused adoptees in
the National Assembly Member’s Office building on January 16, 2018. A committee on Investigation into
Deaths of Abused Adoptees in Daegu and Pocheon for Improved System has been established to better
protect adoptive children by ascertaining the truth about the adoptees’ deaths and proposing amendments.
ECPAT Korea as the committee secretariat hosted the forum together with assembly members including Nam
In-soon of the Minjoo Party and Kim Sam-wha of the People’s Party.
In 2016, two adoptees were abused to death each in Daegu and Pocheon. There has been another child abuse incident where the involved child was found dead in recent months. Despite such incidents, however, no
investigation efforts had been made until the committee on Investigation into Deaths of Abused Adoptees in
Daegu and Pocheon for Improved System was formed.
In the committee, ECPAT Korea(Tacteennaeil) and other civil society organizations, assembly members, experts and legal professionals altogether probed into the deaths of the two adoptive children. This resulted in a
report, which was handed to the Ministry of Health and Welfare. Finally, the committee was able to hold the
Forum on Adoption and Abuse Prevention Systems Improvement for Child Rights Protection on May 31 last
year.
The Health and Welfare Ministry have already made some amendments to the adoption and child abuse
prevention systems while the abuse investigations by the committee were still ongoing. Nonetheless, this
forum was necessary as there was room for improvement. In doing so, the forum also addressed modifications proposed to the Act on Special Cases Concerning Adoption and the adoption system.
South Korea has signed in the Hague Adoption Convention and submitted its ratification agreement to the
National assembly on October 18, 2017. The ratification agreement centers around the support for single parenthood, protection of original families, international adoption as the last resort by prioritizing domestic adoption and putting the government in charge of the adoption process. Its ratification requires enactment of related legislation and modification to the Act on the Special Cases Concerning Adoption, which has been discussed in the forum as well.
