세부 성매매 한국인 7명 체포에 대한 엑팟(ECPAT)필리핀 성명서
Statement by ECPAT Philippines on the arrest of 7 Korean men accused of sex trafficking in Cebu
We laud the most recent arrest and prosecution of the 7 Korean nationals allegedly involved in sex trafficking activities in Cebu. We hope to see continued developments in the enforcement of child protection laws in the Philippines.
우리는 최근 세부에서 성매매에 연루된 한국인 7명에 대한 체포와 기소에 대해 박수를 보낸다. 우리는 필리핀내 아동보호법 집행의 지속적 발전을 볼 수 있기를 소망한다.
We first found about the prevalence of sexual exploitation of Filipino children by Korean men in the year 2006 when we conducted an area-based survey on sex tourism (unpublished) in Metro Manila. The study has confirmed the growing trend of Korean male visitors impregnating Filipino young women involved in the sex trade. Some girls were no more than 15 years old. All of them left behind with a child to rear, but without paternal and financial support from the Korean sex tourists. This phenomenon has pushed poor families deeper into poverty and left many Korean-Filipino children feel neglected.
우리는 2006년 마닐라 수도권 지역에서 성관광에 관한 지역 기반 설문조사를 실시했을 때 한국 남성에 의한 필리핀 아동들의 성착취가 만연하고 있다는 것을 알아냈다. 연구는 성매매에 연루된 필리핀 여성들을 임신시키는 한국인 남성 관광객이 증가하고 있다는 것을 밝혔다. 그 중에는 15세도 안되는 소녀들도 있었다. 소녀들은 아이를 키워야 하는 상태로 남겨졌다. 그러나 한국 성매매 관광객들은 아버지로서나 재정적으로 지원하지 않았다. 이 현상은 빈곤 가정을 더욱 깊은 가난에 빠뜨렸고 한-필 혼혈 아동들이 방임되는 결과를 낳았다.
The said study enabled us to come up with policy recommendations to the Korean government i.e. enactment or amendment of a legislation that will penalize Korean nationals committing crimes against children in foreign countries, including the Philippines; cooperation with Korean development agencies for the provision of necessary direct services to identified victims and their families.
이 연구를 통해 우리는 한국정부가 필리핀을 포함한 외국에서 아동을 대상으로 범죄를 저지르는 한국인들을 처벌할 수 있도록 하는 법을 제정하거나 수정하도록 하는 정책 권고사항들을 제시했다; 한국 개발 기관들이 식별된 피해자와 가족들에게 필요한 직접적 서비스를 제공하기 위한 협력 등을 제안했다.
Today, with Korean nationals being the top tourist visitors in the Philippines, and with the notable rise in the number of child sex tourists coming from South Korea, we reiterate our call to the Korean government.
오늘날, 한국인은 최대 필리핀 관광객이다. 또한 남한에서 오는 아동성매매 관광객의 숫자는 눈에 띄게 증가하고 있다. 이에 우리는 우리의 요구를 한국 정부에 재천명한다.
Further, we urge them to proactively raise awareness among their countrymen on the negative effects of sex tourism in the lives of disadvantaged Filipino children and women.
나아가 우리는 한국정부가 한국남성의 성매매관광이 필리핀 아동과 여성의 삶에 미치는 부정적인 영향에 대해 인식을 높이는 사전 대책을 마련하라고 촉구하는 바이다.
We also remind all tourists, may they be international or domestic, to respect children in the Philippines and stop engaging them in sexual acts.
우리는 또한 해외 국내 구분 없이 모든 관광객이 필리핀의 아동을 존중하며 아동을 성적 행위에 연루시키는 것을 멈출 것을 요구한다.
Keep yourselves informed on existing child protection laws in places you visit. Sex with children is a crime in the Philippines and anyone who commits it will face 6 years up to a lifetime in prison.
여러분이 방문하는 지역의 아동 보호법을 잘 숙지하길 바란다. 필리핀에서 아동과 성관계는 범죄이며 이를 저지르는 사람은 6년 이상 최대 무기징역에 처한다.
